The contract to transform the ferry terminal in Brodick has been awarded to George Leslie Limited by Caledonian Maritime Assets Limited (CMAL). The contract is worth over £22.2 million and is part of a major investment of around £30 million to secure a safe, efficient and reliable ferry terminal and service, with work due to start this winter and finish early in 2017.
Work on the extensive redevelopment of the ferry terminal includes a new pier, an increased marshalling area through reclaimed land and a modern terminal building, with bus stances and parking facilities.

Most of the existing facility was constructed in the early 1970s and while upgrade and maintenance work has been carried out over the years, the infrastructure is now reaching the end of its serviceable life. It is currently safe to use, but many aspects of the existing pier have restrictions in place due to age and condition.

To secure the necessary funding to deliver the project in one phase, the Brodick Harbour Redevelopment Group was established in June 2013 and consists of North Ayrshire Council, CMAL, Transport Scotland, Visit Arran, Highlands & Islands Enterprise and Taste of Arran. The group has been integral in sourcing project funding, with a contribution of £1.2 million received from North Ayrshire Council, £1million from Strathclyde Partnership for Transport (for the relocation of the bus stances and a hi-spec bus shelter) and £350,000 from Coastal Communities Fund (specifically for the new terminal building).

Six organisations passed the prequalification stage of the OJEU tender process and all returned tenders, including an alternative submission from one of the tenderers. The seven submissions were assessed and the submission from Glasgow–based firm, George Leslie Limited, scored highest based on the pre-determined combination of price and quality scoring. The contract has subsequently been awarded to George Leslie.

The work on the Passenger Access System, worth around £2 million, will be tendered separately, but will be complete within the same timescale.

CMAL has undertaken extensive stakeholder and public consultation throughout the preliminary phases of this project and will continue this during the construction stage. Public meetings will be held in Arran throughout the works, with the first meeting due to take place at the end of November 2015. Details will be announced in due course.

Minister for Transport and Islands Derek Mackay said:
“The upgrade of Brodick Harbour will bring real benefits to ferry users. As well as providing an improved experience for passengers with a new terminal building, it will also strengthen the harbour’s resilience by allowing a broader range of vessels to berth. This is particularly important as we plan the future of the Clyde and Hebrides Ferry services and look to renew the West Coast ferry fleet.

“This investment is further proof of the Scottish Government’s commitment to providing the best possible ferry services for the communities that rely on them and ensuring that our islands remain an attractive and accessible destination for visitors.”

CMAL’s Head of Civil Engineering, Ramsay Muirhead said:
“The ferry terminal infrastructure at Brodick is now nearing the end of its serviceable life and the project will see the harbour transformed. The new pier will allow a wider range of vessels to berth and the new terminal building will improve the passenger experience. This project will bring significant economic benefit to the Island and we will continue to work with the local community and businesses to ensure that these benefits are maximised.

“The work forms part of our overall programme of harbour improvements to promote and facilitate modern harbour and ferry operations around the Clyde and Hebrides Ferry Service.”

George Leslie Ltd’s Managing Director, John McNaught said:
“George Leslie Ltd are delighted to have been awarded the contract and we are looking forward to working with CMAL to make a positive impact within the community on Arran throughout the delivery of this important project.”

Martin Dorchester, Managing Director of CalMac Ltd, said:
“We welcome any investment in the port and harbour facilities that CMAL provide for our use and look forward to work being completed.”
