This NTM provides mariners with guidance on the procedures, accountability and monitoring of bunkering operations within Caledonian Maritime Assets Limited (CMAL) harbours and other marine facilities.

CMAL’s harbour operators, CalMac Ferries Limited (CFL), in consultation with harbours users, have developed procedures and checklists which have been adopted to promote safe bunkering practice within CMAL harbours and other marine facilities. (link for location information)

The CFL procedures and checklists apply to all commercial bunkering operations including commercial and fishing vessels less than 50gt, taking place at ports, terminals, harbours and other facilities within the limits of CMAL’s jurisdiction.

The principle purpose of these procedures are to minimise the risks to personnel, to protect the environment during loading / discharging of oil for bunkers and to ensure that best practice is applied to the supply and receipt of bunkers.

The Master/skipper of the vessel involved in bunkering, the crew member in charge of the bunkering operation and the Harbour Operator are responsible for the adherence to the procedures.

Where a vessel’s/company’s own checklist requires a similar or higher level of operational vigilance and can demonstrate they operate to best practice, they may continue to operate their own procedures, a record of which should be maintained on-board.

The guidance should also be used for waste oil discharge operations on all commercial vessels and while this NTM is worded to reflect the operation of larger commercial vessels it should be adapted for the operation of smaller vessels.

It should be noted that the CFL document and procedures are subject to periodic review to ensure that they reflect best current practice and respond to changes in industry standards.

Masters, skippers, shipping agents and Pilots are responsible for ensuring they have a current copy and are compliant with its requirements. CMAL is responsible for the introduction and updating of this NTM and the Harbour Operator is responsible for developing and implementing bunkering procedures within areas of CMAL’s jurisdiction and monitoring compliance by any commercial vessels.
