In line with CMAL’s commitment to being open and transparent, we can confirm that the total cost of the KC investigation carried out by Barry Smith KC was £171,000. This total cost included the KC costs, other legal fees and other ancillary costs.

As a public body, CMAL is legally required to investigate any allegations of fraud. In this case, the allegation was made by the BBC as part of the Disclosure ‘Great Ferries Scandal’ documentary, aired on 27 September 2022. While the word “fraud” was not used during the programme, the term “rigging” was—which by its very definition means “to manage or conduct (something) fraudulently so as to gain an advantage.”
