NTM 19/22 Implementation of Sanctions on Russian Vessels

Mariners are informed this NTM covers the implementation of maritime sanctions at CMAL ports and harbours that were introduced by the UK Government on the 1 March 2022, under the Russia (Sanctions) (EU Exit) (Amendment) (No. 4) Regulations 2022.

With immediate effect and until further notice Russian vessels and any other specified vessels within the scope of the Regulations as defined below will not be given permission to enter or access any CMAL ports and harbours (full list here), where it is known or there is reasonable cause to suspect, that the ship is –

  1. a ship owned, controlled, chartered or operated by a designated person,
  2. a ship owned, controlled, chartered or operated by persons connected with Russia,
  3. a ship flying the flag of Russia,
  4. a ship registered in Russia, or
  5. a specified ship.

Exceptions to these restrictions may be granted only in case of emergency, which includes threats to safety or serious harm to the maritime environment.

Open port access to all CMAL ports, harbours and facilities remains open to all other vessels that are not subject to these sanctions.
