Pier and Harbour Charges – An Overview
There are two main types of charge as follows:
- Berthing Dues – usually paid each time a vessel uses a facility and is not unlike a ‘parking charge’. The level of charge applied is based on either the Gross Tonnage (GT) of the vessel, or the overall length of the vessel.
- Pier Dues – often referred to as traffic, wharfage or commodity dues and covers the passengers/vehicles/cargoes/goods which cross the quay/wharf either to go onboard a vessel or to come off of it. Charges are usually expressed in monetary amount per unit of goods etc. involved.
Further charges may also apply e.g. for supply of water or electricity to a vessel, security charges, waste disposal services, crane hire, weighbridge use etc.
Charges are raised by the port authority to either cover a direct operating cost which has been incurred and/or to contribute to the capital cost of providing the port/slip facility in the first place. Wear and tear on the facility is also included as are costs for maintenance and running repairs. These costs can extend to the wider harbour area and include items such as dredging, navigation aids etc. A small allowance for an owner’s return is generally included.
The CMAL Board will review the pricing structure on an annual basis.

A frequent user, for the purpose of qualifying for a volume discount, is defined as follows:
- More than 100 calls per annum at any one CMAL facility;
- Vessel (or vessels) belong to the same operator;
- Schedule of calls (i.e. a timetable), mooring arrangements, risk assessment and operating methodology are agreed with CMAL prior to the commencement of the service; and
- CMAL’s standard terms and conditions for Harbour Use are adhered to.
Volume discounts are only available to customers who pay gross tonnage (GT) related
berthing dues. Where a customer has a number of vessels with varying gross tonnages which call at a port, the average GT per call will be used in the berthing dues calculation. The average GT is calculated as follows:-

Other
Vessels which are engaged in a commercial activity but which are less than 25 metres in length and which satisfy the following criteria will be charged the composite rates shown in the ‘Charges for Fishing Vessels’ section:
- Have a Gross Tonnage of less than 25 tonnes; or
- Have no Gross Tonnage; or
- No Gross Tonnage is available.

Composite charges are also available for shorter time periods. The annual composite charge is divisible as follows:
- For a 1 month season ticket – 15% of the annual composite rate is payable; and
- For a 6 month season ticket – 65% of the annual composite rate is payable.
The purchase of a season ticket covers the vessel composite dues for activity at all CMAL owned facilities for the duration of the ticket.
Season tickets must be purchased in advance and are non-refundable.
For fishing vessels not involved in fishing related activities the applicable rates will be the ‘Berthing etc.’ element of the composite charges.
Charges for Pleasure Craft
Pleasure craft are defined as vessels which do not have a Gross Tonnage and which are not engaged in activities which lead to commercial gain.

Short Stay
Pleasure craft requiring a short stay visit to a maximum of 4 hours between 0800 and 1800 will be subject to a nominal charge of £5.00 (excl. VAT), irrespective of length of vessel. This includes the use of small vessel moorings (where available).
Small Vessel Moorings (for pleasure craft)
Where available, small vessels moorings are provided for vessels with a displacement of up to 15 tonnes. Charges for the use of small vessel moorings are as follows:
- Overnight £10.00 (excl. VAT) per visit; and
- Short stay (see above) £5.00 (excl. VAT) per visit. Visits in excess of 4 hours will be charged the overnight rate
Use of small vessel moorings is included in the cost of a CMAL Season Ticket.
Other Charges
Water charges
For water which is taken by hose direct from the standpipe on to the vessel's water tank(s) - £2.00 per tonne, or part thereof, subject to a minimum charge of £10.00.
Slipway charges
For pleasure craft only (commercial craft pay the General Charges) - £4.00 (excl. VAT) per complete operation i.e. includes one launching and one recovery of vessel.
Weighbridge Charges
Vehicles (not presented for shipment) - £20.00 per weigh.
Gangway Charges
Charges for the use of CMAL gangways (at both CMAL owned and non-CMAL owned ports) are as follows:-
• £100.00 per day, or part thereof; or
• £400.00 per week.
Waste Disposal
Berthing Dues include a levy of 2.5% for the disposal of vessels domestic waste. This does not include waste oil, lubricants and contaminated rags etc. for which the following charges will apply:
- General waste - £75.00 per tonne; and
- Waste oil and lubricants - £100.00 per m3.
Storage Charges and Warehouse/Office Rentals
Note: Rates shown are for guidance only and are subject to discussion and agreement with CMAL.
External areas
Items such as ships gear, fishing gear, small boats and storage containers placed outside on CMAL land - £3.00 to £4.00 (excl. VAT) per square metre per month (or part thereof).
Internal areas
Rental of warehouse/shed space - £80.00 (excl. VAT) per square metre per month (or part thereof). Rate includes repairs, insurance, utilities and local authority rates.
Internal areas
Rental of office space - £190.00 to £215.00 (excl. VAT) per square metre per month (or part thereof). Rate includes repairs, insurance, utilities and local authority rates.
Notes
- Pier / traffic dues and commodity charges apply to goods/items shipped AND landed.
- General Charges apply to all vessels not covered by the other defined categories and which are not exempt (in law) from paying pier and harbour charges.
- Dues and charges listed in this schedule are exclusive of VAT which will be added at the current rate as appropriate. VAT is chargeable for:-
• All private and commercial leisure craft; and
• All other vessels less than 15 gross tonnes. - No charges will apply for vessels operated by the RNLI, vessels which are involved in an emergency or which are seeking shelter due to stress of weather.
- All charges, discounts and information contained in this schedule will be reviewed on an annual basis
- Priority for overnight berthing will be given to vessels providing the lifeline ferry services. Other overnight berthing will be accommodated whenever possible.
- The duration of a ‘call’ is defined as a period of 4 days or part thereof. Any vessel remaining alongside after this period will be charged the initial charge for each subsequent 4 day period or part thereof.
- Where vessels are not covered by any of the composite charges shown, the owner/operator of the vessel will be responsible for the payment of both the pier and berthing dues for the vessel i.e. one combined charge (pier dues plus berthing dues) will be raised per vessel visit.
- Vessels which are owned and/or operated by registered charities will receive a 50% discount on the published rates when the following conditions will apply:-
• Schedule of calls (i.e. a timetable), mooring arrangements, risk assessment and operating methodology are agreed with CMAL prior to the commencement of the service; and
• CMAL’s Terms and Conditions of Harbour Use (see www.cmassets.co.uk) are adhered to.
