Revised Harbour Empowerment Orders and Harbour Revision Orders following consultation
Caledonian Maritime Assets Limited (CMAL) has today published a timetable for applying for revised Harbour Empowerment Orders and Harbour Revision Orders for ferry harbours where CMAL is applying to become the Harbour Authority.
Becoming the statutory Harbour Authority will give CMAL the necessary powers and duties to improve, maintain or manage the harbour in question.
This is an essential role which allows CMAL to meet its contractual obligations to provide facilities for CalMac Ferries Ltd to deliver lifeline ferry services.
CMAL will now move forward to apply for orders in respect of ferry harbours at Brodick, Claonaig, Colintraive, Cumbrae, Fishnish, Kilchoan, Lochaline, Lochboisdale, Lochranza, Portavadie, Rhubodach, and Tobermory.
The organisation is already the Harbour Authority for Armadale, Castlebay, Coll, Colonsay, Gourock, Kennacraig, Largs, Oban, Port Ellen, Tarbert (Harris), Tiree and Wemyss Bay.
The original applications were formally submitted to the Scottish Government in early 2007 by CalMac Ferries Ltd acting on behalf of CMAL prior to the current CMAL team being appointed.
Having listened to the concerns of objectors, CMAL has taken the decision to withdraw the current applications.
Working with stakeholders, revised orders will be submitted and objections can be received through the normal process.
In addition, revision orders to existing powers will be made at Kennacraig and Port Ellen to allow the building of new berthing and shore facilities.
CMAL Managing Director Guy Platten said “Harbour Authorities have a duty to ensure as far as possible that those who choose to use and navigate within a harbour can do so safely and without undue hindrance. These orders will ensure CMAL is able to discharge these vital obligations at our own facilities “
CMAL Director of Harbours and Piers Lorna Spencer added “We look forward to working with community groups, local councils, leisure groups and others to assist us in the development of these orders and to address issues concerning harbour access and development”

- Revised orders will be submitted in respect of Lochaline and Lochboisdale along with new revision orders for Port Ellen and Kennacraig by autumn 2008.
- CMAL owns £120m of property at piers and harbours at more than 21 locations throughout Scotland. CMAL are embarking on a programme of investment and improvements which will create better facilities and more opportunities for additional ferry services.
- CMAL own or lease harbour facilities and infrastructure at Armadale, Brodick, Castlebay, Claonaig, Colintraivie, Coll, Colinsay, Cumbrae, Fishnish, Gourock, Kennacraig, Kilchoan, Largs, Lochaline, Lochboisdale, Lochranza, Oban, Port Ellen, Portavadie, Rhubodach, Tarbert (Harris), Tiree, Tobermory, Wemyss Bay
- In addition to its pier and harbour facilities CMAL owns 31 ferries which are leased to CalMac Ferries Ltd and Cowal Ferries Ltd. Last November CMAL placed an order for a modern £22m ferry for the route serving Islay from the mainland.
- CMAL, like CalMac Ferries Ltd, is a publicly owned company with Scottish Ministers as the sole shareholder. CMAL has its headquarters in Port Glasgow.
